Sent my materials in late December 07 and received them back in late May 08 with lengthy and very cordial letter rejecting my non-fiction work. I expect I will possibly still send my novel to this firm.

I submitted book proposal and first two chapters in January. Did not hear back until early May, but the letter was most courteous with specific comments about my book and what appeared to be sincere regret. In addition, they returned my materials, even though I did not include SASE.
